My Golf TDi is chipped. It means that someone had reprogrammed the cpu that handles the engine. In my VW's case he unsoldered the computer chip put it into a purpose build computer and changed the programming for acceleration, mpg, fuel delivery etc.

The change was noticeable. More power, faster acceleration. MPG stayed about the same. It was about $300. It was my car's birthday present.
