the VW's are also about 1000-1200 lbs lighter with a lower cd rating. I bet that what we see is 21-24 city and 28-30 highway depending on which truck you get and if it is 4x4 or 4x2.
I bet with the next gen trucks the aerodynamics will be better addressed for US highway driving that isn't terribly applicable in India. this will in no doubt improve the highway figures by 10% or more.
to improve the city mileage they'd have to reduce weight but that would cost more than improving aerodynamics.
